An investigation launched into the wealth of prosecutor Ornela Rrumbullaku, who is responsible for some of the Durrës Prosecution Office’s most important cases, revealed a possibly massive money laundering scheme. At the center of this scheme, according to data acquired by Lajme.al, is the prosecutor’s husband, businessman Alban Mësonjësi. It seems he has been responsible for the entry into the Albanian financial market of at least four companies listed on the international blacklist that came out of the Panama Papers scandal.Prosecutor Ornela Rrumbullaku was appointed to the Durrës Prosecution Office after Arta Marku was appointed as Temporary General Prosecutor, in mid December 2017. Rrumbullaku came under media scrutiny as she was appointed to two of the cases closely involving Marku: the investigation into the illegal extradition of Nazer Seitaj, considered the financier of the Habilaj drug trafficking gang, and the investigation into the wealth of prosecutors Rovena Gashi and Dritan Gina, who had legal and institutional clashes with Marku.Rrumbullaku did not have a particularly significant public presence. When she was appointed to the above cases, the media had difficulties even finding a picture of her. However, a closer look revealed that her husband has close financial ties to some important exponents of Albanian politics, as well as to a few offshore companies registered in Panama and Cyprus, whose names had come up in the international financial scandal known as the Panama Papers.Lajme.al initially discovered that Alban Mësonjësi, Rrumbullaku’s husband, was a partner in the Saranda-based private detention center “Instituti Privat i Vuajtjes së Dënimit Sarandë” along with Adriatik Selami, the brother of former LSI MP Shkëlqim Selami, who was dismissed as a result of the decriminalization law.Mësonjësi’s business partner Selami had owned a joint business with another former convicted MP, Mark Frroku, and Ervin Cenollari, known as a close friend of former Minister of Interior Affairs Saimir Tahiri, who is currently under house arrest and stands accused of corruption and collaboration with the drug trafficking Habilaj gang.Investigating public records, Lajme.al unearthed Mësonjësi’s connections to several offshore companies involved in the Panama Papers scandal. The rest of the investigation constitutes the first, most comprehensive Albanian investigative journalistic piece regarding Albania’s connection to the international Panama Papers scandal.In 2015, Alban Mësonjësi registered two betting companies, Timbast in January, and 24Bast in April, at the National Registration Center (QKR). The prosecutor’s husband is the main partner and CEO of both companies, with 40% of the seed money, which also have the same headquarters address. According to the documentation filed with the QKR, Mësonjësi registered both companies with a 20 million lekë starting capital.

“Lajme.al” ka publikuar më parë investigimin, në të cilin rezultonte se Alban Mësonjësi ka krijuar një kompani bastesh, “24Bast”, me shumë mundësi fiktive, në bashkëpronësi me kompanitë e regjistruara në Panama, “Trillado Enterprises” dhe “Atilova Enterprises”.

Për krijimin e kompanisë “24Bast”, në prill 2015, administratori dhe ortaku me pjesën më të madhe të kapitalit, Alban Mësonjësi, deklaron se ka kontribuuar me shumën 20 milionë lekë të reja, pavarësisht se kjo shumë nuk rezulton në asnjë dokument. Gjithashtu, ai, në cilësinë e administratorit, ka marrë një transfertë prej 100 mijë euro nga “Trillado Enterprises”, edhe kjo një shumë që nuk gjendet në bilancet e kompanisë.

“Lajme.al” ka thelluar investigimin e saj për këtë rast, nga e cila janë përftuar të dhëna interesante, me manovra finaciare, të cilat kalojnë kufijtë e Shqipërisë. Kompanitë “Trillado Enterprises” dhe “Atilova Enterprises” rezultojnë të jenë krijuar, si shumë të tjera, nga kompania mëmë “Franco & Franco”, me qendër në Panama, por me pronarë qipriotë….

Për të kuptuar më qartë se çfarë ishte skandali “Panama Papers” dhe përse ai shkaktoi tronditje të fortë në financat globale, po i referohemi shpjegimit që ka dhënë gazeta gjermane “Suddeutche Zeitung” (SZ), e cila ishte e para që mori në dorë materialet konfidenciale të kompanisë ligjore panameze “Mossack Fonseca”.

    Tirana – “The justice system has continued to deteriorate in this last 4 years in Albania”, said the head of EURALIUS Mission in Albania, Joaquin Urias. In an interview for “Voice of America”, instead of justice he talks about the missing justice in Albania, where corruption has become systemic, being thus the rule and not the exception. “I think that the whole judicial system in Albania is corrupt. In the Albanian judicial system, the fact that you know somebody or you pay, is understood as something normal. Lawyers give money to judges, judges demand money, and even prosecutors take money. The solution is extremely difficult. I think that the first solution would be to have an independent institution, as the High Council of Justice, that should start taking extremely harsh measures against every kind of corruption. A corrupt person from the inside is not needed to to end the corruption. All measures taken in the last years are good, but they are just a facade,” said Urias. The role of lawyers is one of the challenges of justice, according to EURALIUS chairman. He proposes harsh disciplinary measures for lawyers who abuse their profession. “Disciplinary rules should be strong in two ways. I believe that judges should have the right to directly sentence lawyers who interrupt or try to hamper the progress of work in a court. This should be done by the lawyer, not by the Bar Association, but from the lawyer. Second, the Bar Association is an institution that has been appointed to protect lawyers, but at the same time to control corruption among lawyers. Until now in Albania, during these 11 years, no lawyer has been sentenced for disciplinary violations. And this is unacceptable,” said Urias. EURALIUS head of mission speaks about urgent interventions in Constitution and on the law of the Supreme Court. He says that this is a political court and amends should regard even the work of the High Council of Justice. “Constitution makes it clear that the Supreme Court is part of the judiciary and not a political institution. It’s the last instance of the judiciary. One thing is sure, Albania needs to amend the Constitution, if the country wants to be in line with EU” said Urias.     Eine parteinahe Stiftung hätt ich werden sollen: Die WELT schreibt:
    Die parteinahen Stiftungen erhalten aus dem Bundeshaushalt zum einen Globalzuschüsse, zum anderen Projektmittel. Die Zuwendungen lagen zuletzt bei jährlich knapp 600 Millionen Euro. Daraus finanzieren die Stiftungen politische Bildungsarbeit, Wissenschaftsförderung und die Vergabe von Stipendien. Gefördert werden die Konrad-Adenauer-Stiftung (CDU-nah), Friedrich-Ebert-Stiftung (SPD), Friedrich-Naumann-Stiftung (FDP), Hanns-Seidel-Stiftung (CSU), Heinrich-Böll-Stiftung (Grüne) und Rosa-Luxemburg-Stiftung (Linke).
    Und dann wundert man sich, woher all die Ideologen kommen und warum sogar unter den allerdümmsten Feministinnen Promovierte sind, die im Lebenslauf stehen haben, dass sie Stipendien dieser Stiftungen bekommen haben. Da werden systematisch parteinahe Leute gefüttert.
