Der Gesetzentwurf „Über die Ratifizierung des Darlehensvertrags zwischen der Republik Albanien (Darlehensnehmer), vertreten durch das Ministerium für Finanzen und Wirtschaft, der Deutschen Entwicklungsbank KfW Frankfurt am Main (Darlehensgeber) und dem Albanischen Entwicklungsfonds (FSHZH), ("Durchführungsstelle des Projekts") für das Projekt "Integrierte regionale Entwicklung" (ein zinsgünstiges Darlehen in Höhe von 20 Millionen Euro und ein Zuschuss in Höhe von 1 Million Euro) wäre eine zu begrüßende und zu unterstützende Initiative, da auf Ebene der Regionen wir haben Mängel und große Lücken im wirtschaftlichen und sozialen Fortschritt Das Problem dieses Gesetzesentwurfs liegt nicht in der Hilfe, die hauptsächlich in Form eines zinsgünstigen Darlehens von einer uns in der Vergangenheit stark unterstützenden Geberinstitution wie der Deutschen bereitgestellt wird Bank mit Staatskapital KfW. Wir haben das Problem in uns selbst, mit der Umsetzungseinheit dieses Projekts, dem Albanischen Entwicklungsfonds. Der Albanische Entwicklungsfonds wurde vor 30 Jahren gegründet, 1993, mit Unterstützung der Weltbank. 2017, mit Dank der Unterstützung von Gebern erreichte das Budget des albanischen Entwicklungsfonds erstmals über 100 Millionen Euro. Im Jahr 2018 schlossen sich jedoch drei Entwicklungsagenturen zusammen und wurden ein struktureller Teil des Fonds. Diese Struktur sah sich in einer Monopolstellung bei regionalen Investitionen, umgeben von schwachen Überwachungs- und Rechenschaftsstrukturen unseres Staates. Im Jahr 2020 erreichte der albanische Entwicklungsfonds mit rund 40 Milliarden Lek oder 350 Millionen Euro den Rekord der beschafften Summe, wobei mehr als die Hälfte dem Wiederaufbaufonds für durch das Erdbeben zerstörte Gebäude gehörte. Das mangelnde Transparenzprogramm dieser Institution beschleunigte ihre Misswirtschaft. In den letzten 4-5 Jahren ist ADF eindeutig von seiner Mission abgewichen, die am schlechtesten geführte öffentliche Institution des Landes zu repräsentieren, die weit von den Prinzipien und Regeln der Good Public Governance abweicht, die von der OECD aufgestellt wurden. Diese Struktur mit den problematischen Ausschreibungen, die sie vorbereitet, und den Verträgen, die sie ausführt, verstößt gegen das öffentliche Interesse und ignoriert es, um den Interessenordnungen der Rama-Sekte in der Regierung so gut wie möglich zu dienen. Die Besonderheit der ADF-Ausschreibungen in den letzten Jahren ist die bewusste Inflation des Wertes ihrer Projekte, um sie mit Werten von 30-40 Prozent unter der Fondsgrenze zu gewinnen, angeblich um öffentliche Gelder zu sparen. Tatsächlich wird all dies, wie ich weiter unten erläutern werde, unter Verstoß gegen das Gesetz über das öffentliche Beschaffungswesen getan. Der Fonds hat alle Befugnisse der lokalen Regierung an sich gerissen und den Initiativen der Kommunen, was die Kapitalinvestitionen ihrer Regionen betrifft, verbrannten Boden hinterlassen. The lack of transparency program of this institution brought acceleration of its mismanagement. In the last 4-5 years, ADF has clearly departed from its mission, representing the most mismanaged public institution in the country, acting far from the principles and rules of good public governance, established by the OECD. This structure, with the problematic tenders it prepares and the contracts it executes, is in violation and ignoring the public interest, in order to serve the interests-orders of the Rama sect in government as best as possible. The specificity of ADF tenders in recent years is the deliberate inflation of the value of its projects, to win them with values ??30-40 percent below the limit fund, supposedly to save public money. In fact, as I will explain below, all this is done in violation of the Public Procurement Law. The fund has usurped all the powers of the local government and has left burnt ground for the initiatives of the municipalities, in terms of capital investments of their regions. Ready for all the projects it tenders, contrary to the spirit of its mission to bring economic and social development where it invests, the Fund determines winners companies that are not from the region where it develops the project.
